Um deine Frage kurz und prägnant zu beantworten:
Photoshop (nicht kostenlos, dafür sehr professionell), GIMP (kostenlos und eine gute Alternative) oder Paint.NET (für wirkliches "GFX" eher schwieriger als GIMP).
