Go to filter>noise>reduce noise (Filter>Störungsfilter>Störungen reduzieren)
Make the settings this and play around with them as you see fit:
Strength: 10
Preserve Details: 0
Reduce Color Noise: 45
Sharpen Details: 100
Check the box "Remove JPEG Artifact"
or
Apply Image
Go to filter>other>high pass>10.00 (Filter>Sonstige Filter>Hochpass)
Set layer to soft light on 20%-50%
