Deine zweite Frage kann ich dir leider nicht beantworten aber zur ersten gibt es eine einfache Option in PS. Filter -> Rendering -> Beleuchtungseffekte. Damit kann man sehr viel mache. Da gibt es die verschiedensten Einstellungen.
also für brushes im allgemeinen würde ich die deviantart empfehlen...
da kannst ja einfach die suchfunktion verwenden...
und zu deiner frage...
also stock is ja so ne art vorlage...
was effekt stocks sind, frag ich mich auch...

aber hab mir mal nen stock-pack runtergeladen...
da gibts auch nen effekt ordner...
in dem sind eben verschiedene effete wie:
blitze, feuer, wolken usw...
