Die hohe Summe gilt als Abschreckung, was allerdings nicht heisst, dass nicht
schon manche Personen die Summe bezahlen musste. In den meisten Fällen
wird eine außergerichtliche Einigung gefunden ..^^

Das Leute die im großen stil verteilen härter zu bestrafen als einfache Leute ist ja im grunde logisch.
Trotzdem find ich es übertrieben.
